As a member of the legal staff of the Texas Water Commission (predecessor agency to the Texas Commission on Environmental Quality), Mr. Dickman served as a hearings examiner and then the senior attorney for hazardous and solid waste cases. In private practice, he has over 25 years of experience in representation of clients on permitting, enforcement and rulemaking matters pending at the Texas Commission on Environmental Quality, the Public Utility Commission of Texas, the State Office of Administrative Hearings, other state and federal environmental regulatory agencies, and in state and federal courts.
