Stephen C. Dickman is an Austin attorney specializing in Texas environmental law, Texas water law, Texas water and sewer utility law, and Texas administrative law.  Past and present clients include a diverse mix of large and small cities; public utilities; investor-owned utilities; special purpose water districts; corporations, partnerships and limited liability companies; and private landowners and individuals.  Mr. Dickman's background combines six years of environmental agency experience and 25 years of private practice experience, the last 13 years of which were as a partner with the highly-respected firm of Kelly Hart & Hallman LLP.   As a member of the legal staff of the Texas Water Commission (predecessor agency to the Texas Commission on Environmental Quality), Mr. Dickman served as a hearings examiner and then the senior attorney for hazardous and solid waste cases.  In private practice, he has over 25 years of experience in representation of clients on permitting, enforcement and rulemaking matters pending at the Texas Commission on Environmental Quality, the Public Utility Commission of Texas, the State Office of Administrative Hearings, other state and federal environmental regulatory agencies, and in state and federal courts.  Mr. Dickman is certified by the Texas Board of Legal Specialization in Administrative Law and formerly briefly practiced as a certified public accountant.  Please see Mr. Dickman’s Resume and Representative Experience on this website for further information about Mr. Dickman’s qualifications and experience.
